Sen. Joe Manchin insists his price for supporting a major tax explosion has been to speed up approvals for energy projects like pipelines. To help him avoid being duped by his Democrats, an example of what real licensing reform looks like might help.
The example comes from Germany, of all places, which this spring passed its version of allowing reforms in the face of an impending energy crisis. Berlin is desperate to build new terminals to import liquefied natural gas, and the government quickly realized that its old permitting process was inadequate for the task. The result is the liquefied natural gas acceleration law, or LNG Acceleration Lawwhich came into force in June.
