Chelsea will now decide whether to make a third offer for England Under-21 winger Gordon, who has previously attracted interest from Tottenham Hotspur and Newcastle United.
Manager Thomas Tuchel is keen to make three signings before the transfer window closes this month as talks continue over a move for Leicester City defender Wesley Fofana, among others.
Sources have told ESPN that Everton value Gordon well over £50m but would rather keep him as they have already lost Richarlison to Tottenham this summer.
It remains to be seen whether Chelsea will consider making a player-plus-cash proposal in an improved offer.
Everton have expressed interest in signing Chelsea striker Armando Broja, who was on loan at Southampton last season, while manager Frank Lampard is also an admirer of Blues midfielder Billy Gilmour.
