When I went to lunch in Little Saigon, a few blocks from City Hall last week, I rushed down Eddy Street to avoid an apparent group of drug dealers. The sidewalks were dirty, full of shacks and a goddamn smell. Distracted, I nearly tripped over a crouching man with a hypodermic needle stuck between his toes.
