BEIJING — As China’s two top leaders last week tried to reassure foreign leaders who were increasingly frustrated with the country’s tight Covid control measures, it was as if Chinese leaders were speaking with two voices.

On May 18, President Xi Jinping spoke via video about the economic challenges the world is facing as a result of the pandemic, but made little mention of China’s own economic downturn — exacerbated by its zero-tolerance approach to Covid-19 outbreaks. A day later, at a face-to-face meeting, Premier Li Keqiang struck a more frank and conciliatory tone, focusing his remarks largely on China’s own problems.
