The US Navy’s submarine fleet, America’s primary tool for waging war in the Indo-Pacific, is about three-fifths the size it should be, largely due to maintenance and production delays. This comes amid increased threats from China against Taiwan.
Repelling such an attack would require a maximum strength submarine force. Congress and the White House should act quickly to integrate private shipyards that repair submarines into Navy maintenance schedules.
