PHILADELPHIA (WPVI) — The City of Philadelphia’s Office of Emergency Management is warning residents ahead of a full-scale exercise involving the military and first responders taking place Wednesday and Thursday.
The U.S. Army’s Task Force 46, a specialized homeland security response unit, is working with first responders and healthcare partners in Philadelphia for exercise Dense Urban Terrain, also known as the DUT.
“The joint training will test interagency planning, search and rescue, communications, and emergency response systems during simulated responses to chemical, biological, radiological, or nuclear incidents,” the city says.
OEM officials say that between 9 a.m. and 3 p.m. those days, Philadelphia police and fire departments, military personnel and role-players with mock injuries will be visible along with marked vehicles near drilling scenario locations. Vehicles include a helicopter and a boat.
The practice locations are:
- Philadelphia Fire Academy, Northeast Philadelphia (July 27-28)
- Pleasant Hill Park, Northeast Philadelphia (July 27-28)
- Philadelphia Navy Yard, South Philadelphia (July 27-28)
- CSX Railyard, South Philadelphia (July 27)
- SEPTA NRG Station, South Philadelphia (July 28)
- Port of Philadelphia (July 28)
- Albert Einstein, Penn Presbyterian, Pennsylvania, Temple and Thomas Jefferson Hospitals (July 27-28)
Officials say there may be temporary traffic and access closures to practice sites.
These include the lots on Linden and Delaware Avenues in Pleasant Hill Park, the Wells Fargo Center A, B, G, and H lots (Thursday, July 28 only), and the Kitty Hawk Ave and League Island Boulevard area. Access to the Navy Yard Shuttle from NRG Stadium and access to SEPTA’s NRG Station should not be impacted.
For the safety of participants, the city says the use of drones at practice sites is prohibited by the FAA.
Officials say the 2018 DUT training series began in Detroit and also took place in Los Angeles and New York City.
“It is considered one of the nation’s premier all-hazard and home defense exercises,” says OEM.
