EU Leaders Spar Over Russian-Oil Ban

BRUSSELS – European Union leaders gathered here on Monday sought unity against Russia and its invasion, despite internal disagreements over a planned oil embargo on Moscow and differences over how much military equipment Kyiv should provide maintained in Ukraine.

EU officials have been haggling for nearly two months over how to curb energy imports from Russia, for which the bloc pays tens of billions of dollars a month. European leaders have declared their eagerness to stop funding the Russian government and its ability to wage war in Ukraine.
