Europe Overcomes Hungary’s Veto on Russian Oil Embargo—at a Price

Two weeks after Russia’s invasion of Ukraine, Hungarian Prime Minister Viktor Orban warned that his support for international sanctions against Moscow would only go so far. It took months for the European Union to heed the message.

Speaking at an EU summit at the Palace of Versailles, Mr Orban said he would not stand in the way of most sanctions aimed at punishing Russian President Vladimir Putin, with whom he had close ties, but banning Russian oil or gas is a red line for his government, according to EU and Hungarian officials.
