Fanta Bility case: Attorney asks for manslaughter charges to be dropped against former Sharon Hill cops in 8-year-old girl’s death

MEDIA, Pennsylvania (WPVI) — Lawyers for the three former Sharon Hill, Pennsylvania officers accused of the murder of 8-year-old Fanta Bility are asking that the manslaughter charges be dropped.

Family, attorneys and community activists demanding justice for the girl gathered Monday outside the Delaware County Courthouse in Media.

“We will keep fighting until we get justice for Fanta,” her uncle Abu Bility said.

The defense filed a motion to drop the voluntary and involuntary manslaughter charges against officers: Brian Devaney, Sean Dolan and Devon Smith.

“And we stand here today trying to decide whether to charge the three officers who fired their guns because at this point we are not sure what bullet killed Fanta? It doesn’t make a difference,” said Sheila Carter. President of the Darby Area Branch of the NAACP.

Bility was shot and killed in August 2021 while walking with her mother after a football game at Academy Park High School.

The officers’ lawyers did not comment as they left the courthouse, but in court they argued there was no way of knowing which officer fired the bullet that ultimately killed the girl.

All three officers fired their guns as the game stopped in response to nearby gunfire unrelated to the football game.


They fired 25 shots at a black Chevy Impala they believed the shots came from.

This vehicle drove past the rising crowd that included Billy.

“Officers fired at the wrong target and fired into a crowd, and we have filed charges that we believe are warranted,” Delaware County District Attorney Jack Jack Stollsteimer said.

The gunmen who fired the first shots, Angelo “AJ” Ford and Hasein Strand, were charged with first-degree murder in Billy’s death, but the charges were dropped and they pleaded guilty to aggravated assault.

“Every day her mother has to wake up and remember those moments and relive them because she was there. And her siblings were there. The responsibility must be fulfilled,” said community activist Carol Kazeem.

An independent investigation into the Sharon Hill Police Department’s proceedings has been completed and the findings are expected to be released later this month.
