Germany Wavers on Military Spending

Two months ago, German Chancellor Olaf Scholz promised to significantly increase defense spending. Where is that money now? It’s funny to ask, because Mr. Scholz’s ambiguity in his signed pledge is a growing controversy in Berlin.

The “turning point” speech Scholz gave on February 27 included two promises: to increase the annual military budget to at least 2% of GDP, in line with the goals of the Northern Treaty Organization. Atlantic and created a one-time 100 billion euros ($105 billion) special fund for procurement. Importantly, the procurement fund would be exempt from the constitutional limit on government debt, although the conventional military budget would not.
