WILHELMSHAVEN, Germany — Days after taking office in December as Germany’s deputy chancellor and economy minister, Robert Habeck asked his most senior officials for a detailed assessment of his country’s dependence on Russian energy. The results shocked him.

The country relies heavily on Russian hydrocarbons to power vehicles, factories and heat homes, and does not have a backup plan to secure other supplies, Habeck said. The government has no viable alternatives to Russian imports.
