What city planners came up with in response were plans for the world’s tallest structure: two buildings rising up to 1,600 feet, running parallel in a line for 75 miles across coastal, mountainous and desert terrain and connected by walkways, hundreds of pages of confidential planning documents that set out the idea in detail for the first time.
