Nether Providence Township police equipped with new non-lethal de-escalation device called the ‘Bola Wrap’

Nether Providence TWP., Pennsylvania (WPVI) — The Nether Providence Township Police Department is the first in Delaware County, Pennsylvania to purchase and successfully use a new non-lethal de-escalation device called the “Bola Wrap”.

The device shoots out a Kevlar cord with anchors at the end designed to hook onto the clothing of the person holding it.

The department recently purchased two of the devices, each costing $1,200.

Both “Bola Wrap” devices are kept in a supervisor’s vehicle because agency policy states that a supervisor’s approval is required prior to use.

All officers were trained by the police department’s three certified instructors.

“You need at least three feet around the object for this to be effective,” said Patrol Officer Matthew Liss, who gave a demonstration to Action News.

First, the officer points the device at the subject, a laser appears.

And then the officers on duty have to issue the warning “Bola, bola, bola”.

“Then there’s a loud bang that sounds like a gunshot, and the Kevlar cord wraps around the object so it can’t move.

“Just the noise and the impact when it hits the person is enough of a distraction to give you time to move,” Liss said. “When we get to the scene where there is an emotionally disturbed person, we want to capitalize on that before things escalate.”

Chief David Splain said this is part of a larger nationwide push by law enforcement to find non-lethal de-escalation techniques.

“We believe every agency, including our own, needs to re-evaluate their practices and find room for growth. The device is designed to detain without harm an individual who poses a threat to themselves, the officer or the community,” Splain said.

“Violence is never pretty, but hopefully this will reduce the injury to officers and those in prison,” Splain added.

Splain said officers had already successfully deployed the device and the subject was taken into custody with no injury.
