SEOUL – North Korea passed a new law allowing pre-emptive nuclear strikes, as leader Kim Jong Un said he would never give up nuclear weapons to counter the US

Mr Kim addressed North Korea’s Stamp Parliament on Thursday, where members passed legislation outlining the country’s nuclear status. The law included a provision obliging the North Korean military to launch nuclear strikes if the leadership is under attack.
