Vladimir Putin is meant to challenge the world order, and he seems proud of it. But Russia is not the only country unhappy with the world order. Take the US, supposedly the global hegemon. For more than 60 years, America has had to contend with an ideological enemy just over the water in Cuba. The US is unable to force its own companies to bring manufacturing back to their shores from developing countries. Now it is humiliated daily. Americans wake up every morning to news of Russian air strikes on a country they and their allies support. US leaders know from experience that violent intervention can make matters worse.

In his fight to change the world order, Mr. Putin was not afraid to destroy the existing order. Russia has bet all on its size and power, and on the prospect that attempts to exclude it from the world order will lead to the collapse of that order – or that the economic cost will at least force the West to adapt to Russia’s needs.
