Europe has just targeted Russian crude with the toughest sanctions yet, but shippers and refiners are putting oil on the market by concealing its provenance. Some fuels believed to be made partly from Russian crude docked in New York and New Jersey last month.
According to shipping records, Refinitiv data, and analysis by the Helsinki-based Center for Clean Air and Energy Research, the cargoes are transported across the Suez Canal and transatlantic from U.S. refineries. India, which is a major customer of Russia.
