Setbacks on the battlefield are just a challenge for the Kremlin, which is trying to secure its territorial gains in Ukraine and ward off emerging criticism at home. Kiev forces have recaptured dozens of settlements and more than 3,500 square miles of Russian-controlled territory in the northeastern Kharkiv region this month, government officials said.
