Amid bipartisan criticism of her agency’s bumpy virus response, the director of the Centers for Disease Control and Prevention said Wednesday she would reshuffle the bureaucratic deck with an emphasis on “action” and “justice.” Both their diagnosis and their prescription are wrong.

Not much of the US government works well today, but the CDC once had an excellent reputation. Covid blew this up. Its 11,000-strong bureaucracy and about two dozen departments prevented a quick and effective response to the virus.
