BELEN, Turkey—As the sun went down Tuesday on Girne Street, dozens of people, their hands and arms covered in ghostly gray dust, quietly cleared the rubble of flattened apartment blocks.
They said Ismail Parlak and his wife dug through the rubble to find Mr Parlak’s mother, buried somewhere under six floors of collapsed concrete and distorted metal.
