U.N. Inspectors Reach Russian-Held Nuclear Plant in Ukraine

KHARKIV, Ukraine — United Nations inspectors arrived at the Russian-controlled Zaporizhia nuclear power plant on Thursday after crossing the front line between Ukrainian and Russian forces, despite intensified fighting in the area for which both sides blamed each other.

The 14-strong team from the United Nations International Atomic Energy Agency left the Ukrainian city of Zaporizhzhia early Thursday for the city of Enerhodar, where the power plant is located on Russian-held territory.
