The firms and individuals under investigation conducted ship-to-ship transfers of oil in waters between Iraq and Iran and then forged documents to disguise the origin of the cargo, according to company documents, shipping dates and with the thing familiar people. By passing off the blended oil as Iraqi, those involved can avoid Western sanctions on Iranian oil.
